Meeting with employees of judicial bodies

The Founder of Peace and National Unity, Leader of the Nation, President of Tajikistan Emomali Rahmon held a meeting with judges and judicial officials of the Supreme Court, Supreme Economic Court, Constitutional Court, as well as courts and judges from GBAO, Sughd, Khatlon, districts of the republican subordination and Dushanbe.

The leadership of the Ministry of Internal Affairs, General Prosecutor’s Office, Ministry of Justice, State Committee for National Security, Agency for State Financial Control and Fight Against Corruption, and the Presidential Executive Office also attended the meeting.

The agenda included reviewing the results of work of the judicial system and the role of the judicial authority in society.

While summing up the results of the judicial authorities’ work President Emomali Rahmon emphasized the need to eliminate all the shortcomings hindering the rule of law.

He also noted that since independence, the government has been taking important and specific measures to promote judicial independence, improve material and technical support to courts, strengthen the legislation in order to increase the role of the court in ensuring the rule of law and order in society, and to protect rights and freedoms of citizens.

In particular, four programs for judicial reform have been adopted, which play an important role in the development of the industry, raising the status of the court in society, providing the necessary conditions for the fair considerations of court cases, protection of rights and legitimate interests of citizens, institutions and agencies in general for fairness and independence in the administration of justice.

In accordance with these programs, several bills have been developed and adopted, including the law “On the Constitutional Court,” “On the Courts of the Republic of Tajikistan,” criminal procedure codes, civil and economic as well as administrative codes, laws “On Enforcement Proceedings,” and “On Arbitration Courts.” Radical changes have been made to improve the judicial structure, the activities of judges and in general to strengthen the judiciary.

While noting the outstanding shortcomings President Emomali Rahmon noted the existence of non-observance of terms of consideration of court cases. Due to the mismatch of the quality of the preparation of court documents with the requirements of the current legislation, they are canceled by higher courts.

Over the past decade, 25 judges have been convicted by the Supreme Court for their irresponsibility and failure to properly perform their duties. During this period, also 16 employees of the court apparatus were convicted of crimes.

“Insufficient action of judges causes dissatisfaction of citizens who are making complaints to the President’s Executive Office and other higher bodies,” noted President Emomali Rahmon.

Following his speech, Prosecutor-General Yusuf Rahmon, Interior Minister Ramazon Rahimzoda, State Committee for National Security (SCNS) Chief Saymumin Yatimov, Supreme Court Head Shermuhammad Shohiyon, High Economic Court Chairwoman Mavlouda Qalandarzoda also delivered their remarks.
