Meeting with leaders and activists of Sughd Province

On April 10, the Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan, Honorable Emomali Rahmon, held in the city of Guliston a working meeting with the leaders and activists of Sughd Province.

During the meeting, the results of the activity of the important economic sectors of the region in the three months of 2024, the implementation of the instructions and orders of the Government of the Republic of Tajikistan, the realization of state programs, promotion of strategic goals of the country, and the progress of construction and improvement works in honor of the national holiday - 35th anniversary of state independence of the Republic of Tajikistan were analyzed, and the tasks for the next period were determined.

Honorable Head of State Emomali Rahmon summed up his next working visit to a number of cities and districts of the region and presented his views on the socio-economic development indicators of Sughd Province and the rapidly changing and complex situation of the international community.

It was emphasized that the state of the modern world forces each of us to work harder than ever and to use all resources and opportunities to prevent the negative impact of external factors on the national economy.

Honorable Head of State Emomali Rahmon stated that the climate change and its negative impact on the economy of our country, primarily on energy, industry, agriculture and food safety protection, in addition, the intensification of conflicts in different regions of the world is affecting the system of the world economy relations, including our national economy.

Therefore, the President of the country considered it necessary for the people to use the favorable nature of the country to mobilize all resources and opportunities to protect the country's food security and ensure their effective use, especially water and land.

Sughd Province plays an important role in providing the country's consumer market and access to high-quality food, its share in the total volume of plant growing products of the country is almost 30 percent and livestock products is 28.7 percent.

After analyzing the situation in the agricultural sector in Sughd Province, the Head of State gave instructions to the leadership of the Executive body of state power of Sughd Province and the officials of the sector to correct the shortcomings, including the decrease in the productivity of a number of agricultural crops and gardens.

The President of the country reminded that in recent years, due to unpredictable factors, in particular, unprecedented changes in the climate and its undesired consequences - water scarcity and drought, as well as the increase in the price of food products, the supply of food to the population is becoming more and more difficult.

According to observations and analyses, in 2024 the international community will face a more difficult and serious situation in terms of food supply than in previous years. Today, the inhabitants of more than 90 countries of the world suffer from the problems of hunger and starvation.

Taking into account these factors, the Honorable Head of State Emomali Rahmon tasked the leadership of the region and its cities and districts, all civil servants, activists and the general public to take action in cooperation with public farms and peasants to implement the prospects of planting crops, efficient use of water and every inch of land.

The President of the country called increasing the cultivated area, replanting and thereby ensuring the steady development of agricultural production to supply the country's consumer market, the industry with raw materials and increasing the export of products among the most important issues in the direction of solving this problem.

The Ministry of Agriculture, the leaders of the region and its cities and districts were instructed to take additional measures to speed up the spring sowing of crops, to complete it on time, and to implement the replanting plan, to put under strict control the issue of providing the farms with high-quality seeds of potatoes, vegetables and other crops.

In addition, the executive authorities of the region and its cities and districts were instructed to carry out educational activities among the population regarding the rational and efficient use of presidential and adjacent lands, replanting, stocking of food and comprehensive preparation for the autumn and winter period.

The leaders of the region and its cities and districts received an order from the Head of State to take strict measures to prevent violations of the land legislation.

In order to achieve the country's strategic goals, social and economic development programs are being implemented in Sughd Province and its cities and districts. In particular, 237 projects worth more than 10 billion somoni have been planned within the framework of the region's social and economic development program for 2021-2025, and so far 57 projects worth 6.6 billion somoni have been completed.

The implementation of the program in the direction of the appropriation of funds is not satisfactory, taking into account the possibilities of the region and the shortness of the period of implementation of the program.

Considering this situation, the Head of State ordered the executive authorities of the region and its cities and districts to strengthen cooperation with ministries and agencies, development partners, businessmen and investors in order to effectively and qualitatively implement the adopted programs and ensure their timely implementation.

The Executive body of state power of Sughd Province and its cities and districts were also obliged to take regular measures for timely and complete collection of taxes, quality implementation of their plan, reduction of tax arrears and prevention of wage arrears.

During the analysis of the state of the industry, the Leader of the Nation, Emomali Rahmon, emphasized that the volume of production of industrial products of the region in the first quarter of this year reached 6.1 billion somoni, compared to the same period in 2023, it increased by only 6%, which is not compatible with the goal of rapid industrialization of the country.

The growth rate of this indicator decreased by 4.1 percentage points during this period. It is cause for concern that during this period 29 industrial enterprises stopped operating in the region. Also, during this period, 20 industrial enterprises were closed in the region. It was emphasized that the unused opportunities of the region in the direction of industrial development, especially the mining and processing industry, are extremely large.

In order to fully use them, the initiative actions of leaders and officials of the region, its cities and districts, branch ministries and agencies, attraction of direct domestic and foreign capital and import of advanced technologies were considered necessary.

The executive authorities of the region and its cities and districts were instructed to thoroughly study together with the Ministry of Industry and New Technologies the reasons for the collapse of industrial enterprises and failure to ensure the development of production in large industrial enterprises.

The Leader of the Nation considered it necessary to take specific measures to eliminate existing shortcomings in the industry, to set up new production enterprises, to create new jobs and to increase the speed of industrial production, especially in the processing industry.

The Ministry of Industry and New Technologies and the executive authorities of the region and its cities and districts were obliged to take strict measures for the full capacity of the mining enterprises, the effective use of mineral deposits and the processing of minerals into finished products.
